What we do here depends on how we handle  issue 853251 .

jam@, do we need this for canary? Seems like domain reliability might not be a canary blocker. If not, we can punt this one for later as well?
If the conversion is easy, we can just do it if Sergio started on it already. Agreed that it's not really going to be used until 853251 is fixed though.
I started working on that but I wouldn't say it's easy. Most of the work was straightfoward but there are 2 things that are blocking me:

1) the user data (depth) that was set on URLRequest and retrieved later using the same URLRequest provided by multiple callbacks. I cannot find any similar mechanism with SimpleURLLoader as it consumes everything that is passed to it. Also the loader itself is not provided by any callback that I know.

2) the dependency with ChromeNetworkDelegate through uploader->monitor->delegate
