Tested the issue on chrome reported version 66.0.3359.181 using Windows 10 with steps mentioned below:
1) Launched chrome reported version which had bookmarks with folders in bookmarks bar
2) Hover over the bookmarks on bookmarks bar, able to see the bookmarks in the respective folders
3) Navigated to Chrome://Bookmarks, opened bookmarks folder and tried to close it, able to close the folder with out any issues

the error occurs when opening and closing the same folder without removing the mouse pointer from the folder, when opening and closing it sometimes it does not close but it opens again constantly
