New tab button does not respond to hover

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.40.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.49 Safari/537.36
Platform: 10575.40.0 (Official Build) beta-channel link

Steps to reproduce the problem:
1. Point the mouse at the new tab button

What is the expected behavior?
All other interactive UI elements respond to hover by changing their visual characteristics (e.g., darkening their background).

What went wrong?
The new tab button did not change its visual characteristics.  It did produce a tooltip.

Did this work before? N/A

@pkasting: You seem to be working on the new tab button in  Bug 822063 .  I'm not sure if the new tab button I'm seeing is the one you're working on, but the one I'm seeing is new (at least to me) and looks like a circle with a plus in the middle.
Status: WontFix (was: Unconfirmed)
This behavior in Touchable is per explicit designer spec.

The Refresh behavior is different; IIRC it will have a hover effect.  So, basically, wait long enough and this will get fixed, but the current behavior is not technically a bug.
