Non-responsive/extremely slow websites on Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Example URL:
https://github.com/dusty-nv/jetson-reinforcement/blob/master/gazebo/ArmPlugin.cpp

Steps to reproduce the problem:
I don't know if this is reproducible or not. I have been told it's not been reproducible by Github.

What is the expected behavior?
Websites should load and work smoothly with good response time.

What went wrong?
I am facing different issues on Chrome.

These issues occur - 

- Only on Chrome. Not on any other browser.
- Even when all extensions have been disabled.
- Even after clearing cookies/cache.

The issues that I face - 

1. Extremely non-responsive Github pages when opening some code files. 

For example, https://github.com/dusty-nv/jetson-reinforcement/blob/master/gazebo/ArmPlugin.cpp This page loads for me, but it is non-responsive. Trying to scroll once takes up more than 5-10 seconds. Clicking anything has similar slow response. The Developer Tools/Console shows no errors. 

However, when I tried to use an extension called "FontFace Ninja", the console started to show errors AND the website works smoothly when the extension is being used on the website/webpage. Attaching image (chrome-issue-1.png) of errors.

2. Slow/non-responsive Google Drive website. 

Similar issue as above, except on Google Drive website. Can't replicate with the extension mentioned in the first point, as extension doesn't work on the website. Attaching image (chrome-issue-2.png) of errors.

3. Google docs fonts related error message.

Upon opening a google doc file on chrome, see this message at the top - "Some fonts could not be loaded. Try reloading.". 

There is no issue with the page's responsiveness this time, but I think this fonts issue is related to the above two points. 

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

@Reporter: Could you please confirm this issue is related to bug "https://bugs.chromium.org/p/chromium/issues/detail?id=838006".This looks like a high-dpi problem. Can you please check your system resolution and let us know for better triaging this issue.

I think it is the same problem!

Just did the following tests -

1. Set screen resolution to 100% (instead of 250%). 

1.a. No issue with scrolling on the github page. 

1.b. Google Drive smooth scrolling when scrolling up, but not while scrolling down. 

1.c. Google Docs does not display the font related error.

2. Set screen to 125% and then higher. The problems start appearing and get worse as resolution increases.

Looks like it's the same tiling bug on windows, merge it into the existing one.
