Specification:
do we need this for all of CrOS, or just for launcher, shelf, and their components?

If there is a way for us to calculate it from the rest, then no. But I assume that we don't?

Ok, I will implement it only for "system ui" we are interested in -- launcher, shelf, app icons (in all their flavors), and desktop.
