Press on a shelf icon consumed silently if there is a context menu open |

Issue descriptionChrome Version: (copy from chrome://version) OS: (e.g. Win10, MacOS 10.12, etc...) What steps will reproduce the problem? (1) Long press on icon 1 in shelf (2) Observe the context menu for icon 1 being open (3) Press (or long press) on icon 2 (4) The context menu for icon 1 closes What is the expected result? Press should start the app for icon 2. Long press should open the context menu for icon 2. What happens instead? The input event is consumed but no action is taken on icon 2. This is especially disorienting if the user is performing a long press. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
