Press on a shelf icon consumed silently if there is a context menu open

Project Member Reported by kaznacheev@chromium.org, May 18 2018

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) Long press on icon 1 in shelf
(2) Observe the context menu for icon 1 being open
(3) Press (or long press) on icon 2
(4) The context menu for icon 1 closes

What is the expected result?
Press should start the app for icon 2.
Long press should open the context menu for icon 2.

What happens instead?
The input event is consumed but no action is taken on icon 2. This is especially disorienting if the user is performing a long press.

Shiba, what do you think? Feedback from vlad was that this felt strange.

The specific problem interaction is long press.

Open to trying this out. The behaviour is similar on Android. Not a blocker for me.
