External keyboard/mouse causes Play Store and Android Apps to crash

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10682.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3431.0 Safari/537.36
Platform: 10682.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Use usb-c to usb-a dongle to hook up keyboard/mouse
2. Try to launch existing app or play store install/reinstall
3. 

What is the expected behavior?
Apps launches or Play Store installs

What went wrong?
Apps never complete launch, Play Store initial install steps will start but never completes.  Remove usb-c dongle with keyboard/mouse and these steps complete.

syslog shows many entries for:

Received crash notification for surfaceflinger

WebStore page:

Same issue on same build. When I disconnect my USB C docking station (HDMI monitor, keyboard, mouse) andorid apps work fine. When connected, they never start. Additionally, if the apps are started without the docking station connected, and then the station is connected... apps crash.
