Chrome Auto Closes When Going to Another Website

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3432.3 Safari/537.36

Steps to reproduce the problem:
1. Install Ubuntu on PC
2. Install Chrome Stable, Beta, or Dev
3. Add a website shortcut from the Apps (chrome://apps) section of chrome and put in on the desktop on Ubuntu.
4. Close chrome but leave it running in background.
5. Click on that shortcut on the Ubuntu desktop.

What is the expected behavior?
Automatically closes then reopens.

What went wrong?
Clicked on a website shortcut of the chrome browser then the browser closed the reopened automatically on Stable, Beta, & Dev versions of Chrome. 

Did this work before? No 

Chrome version: 68.0.3432.3  Channel: dev
OS Version: Ubuntu 18.04

Unable to reproduce the issue reported chrome version on 68.0.3432.3 and latest stable 67.0.3396.62 using ubuntu 17.10. Attaching Screencast for reference.

Steps 
--------
1. Launched Chrome.
2. Added a website shortcut from the Apps (chrome://apps) and created desktop shortcut.(1.As screencast and 2.Navigated to Moretools>Create shortcut).
3.Closed chrome and left it as running on background
Clicked on a website shortcut of the chrome browser observed that chrome launches normally with out closing.

@Reporter: As we are unable to reproduce the issue from our end. Could you please review the attached screen-cast and confirm if anything being missed here.
