[User Feedback - Stable] Tabs are truncated in the title bar, and do not expand back out

Chrome Version: 66.0.3359.139
OS: Windows

User reports that tabs are "too small" or "stuck together on the left side" and they don't expand back to use the full tab space. I do see that the profile name of these screenshots are also stuck in the middle of the tab.

What steps will reproduce the problem?

Strange.  It looks like we've misestimated where the caption buttons are.

I would wonder about the following:
* If this reproduces continually
* UI scale factor, multiple monitors w/different scale factors
* Installed applications that add buttons to the caption area
* If we can somehow bisect

Is there any way to track down any of these users to see if we can follow up on the above?

Unable to reproduce the issue on Win-10 using chrome reported version #66.0.3359.139.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened many tabs i.e. about 10 tabs.
2. Closed tabs one by one and observed that tabs expanded back to use the full tab space and tabs are not truncated in the title bar.
Note: 
a. Tried by setting different scaling factors.
b. Tried on both low and high dpi machines.

**UI mass Triage**

We were unable to reproduce this bug on windows 10 using chrome latest Canary-72.0.3617.0 .Adding labels for expert review.
