components/arc/video_accelerator shared memory refactor

The deprecated SharedMemoryHandle is used in components/arc/video_accelerator, eg ProtectedBufferManager.

It seems this is a special-case, and the buffers are all ashmem that are created by a file descriptor being passed around (see components/arc/common/video_decode_accelerator.mojom:BitstreamBuffer).
