Regression: Folder or Bookmark get deleted after hitting "Enter" key twice on "Undo" button in chrome://bookmarks/ page

Issue description

Chrome Version: 68.0.3434.0 (Official Build) Revision 9de3f10c48c97d2fdb34fa795b7b918f010fc229-refs/branch-heads/3434@{#1} (32/64-bit)
OS: Win (7, 8, 8.1, 10), Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.5).

Steps to reproduce:
1. Launch Chrome, navigate to chrome://bookmarks/ page and add folder or bookmark.
2. Delete the folder or bookmark and traverse the focus on "Undo".
3. Now hit "Enter" key twice immediately without delay from keyboard and observe.

Actual Result: Folder or Bookmark gets deleted after hitting "Enter" key twice on "Undo" button.
Expected Result: Folder or Bookmark should not get deleted after hitting "Enter" key twice on "Undo" button.

This is regression issue broken in ‘M-63’ and providing the bisect info below:

Good Build: 63.0.3218.0 (Revision: 502517)
Bad Build:  63.0.3219.0 (Revision: 502728)

You are probably looking for a change made after 502567 (known good), but no later than 502568 (first known bad).

Note: Issue is also seen on M-66 Stable (build #66.0.3359.181), M-67 Beta (build #67.0.3396.48) and M-68 Dev (build #68.0.3432.3).

Mass UI Triage Update: 

Rechecked the above issue on Win (7,8,8.1,10), Linux (14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2) OS using latest canary build #72.0.3610.0 and the issue is still reproducible. 

@jdoerrie- Could you please take a look in to this issue?
