Non-Regression : Name tool tip should be seen on hovering mouse pointer Inside the folder in App Launcher

Chrome Version: 68.0.3433.0/10689.0.0 dev-channel Daisy,Reks and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to chrome -> Open App launcher
(2)Now drag any App into another App so that Folder is created
Ex: Drag 'Files App'  into 'Docs' -> Folder is created
(3)Give lengthy name to  that folder -> now open folder and hover on name of the Folder -> observe tool tip is seen missing
(Please refer Video)

Note : To check name of the folder ,again need to close the folder and should hover mouse pointer on folder

Expected: Inside the folder tool tip should be seen on hovering mouse pointer on Name 
Actual: Instead tool tip is seen missing

This is Non-Regression Issue seen from M-62

Do we really want to show a tooltip over a text field? The tooltip would contain the same contents as the textfield, this seems redundant to me.

Is this accessibility related? It seems redundant to me to show another tooltip. The chances of a long folder name is already very low.
