[Missing Test]: Media Controls: overflow menu steals keyboard controls

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

Status: WontFix (was: Assigned)
We don't have browser_tests for the media controls and in general, we try to keep them as layout tests. This would require browser tests so marking as WontFix.
