What steps will reproduce the problem?
1. Launch chrome and navigate to above test URL.
2. Click on "Popup (Delayed 2 seconds)" button on the page such that popups blocked bubble appears in omnibox.
3. Open "Pop-ups blocked" bubble and observe the string for the second radio button. (Kindly review an attached screenshot)

Actual Result : Incomplete string is seen in "Pop-ups blocked" bubble for second radio button.

Expected Result : Complete string (i.e "Continue blocking pop-ups") should be seen in "Pop-ups blocked" bubble.

This is a regression issue, broken in M-68 and providing the bisect using Per-Revision script:
Good Build : 68.0.3426.0 (Revision : 557429) 
Bad Build : 68.0.3427.0 (Revision : 557758)
