Selected list doesn't get deleted with cut/delete key

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open https://codepen.io/jacekbogdanski/pen/NMEJzm
2. Select the whole bullet list using cmd/ctrl + a
3. Press delete or cmd/ctrl + x

What is the expected behavior?
The list should be deleted.

What went wrong?
The list is not deleted and it contains a single empty list item. Although the list content is removed (and of course it should be).

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? No
 Edge 41.16299.402.0/16.16299, Safari 11.0.2 (13604.4.7.1.6)

Chrome version: 66.0.3359.181  Channel: stable
OS Version: OS X 10.13.2

I think it's fine that the list is not deleted when you are using the backspace key. But in my opinion with delete and cut keys, it should be deleted. When you are using this keys you are definitely want to remove a list. 

You can reproduce the issue ordered and unordered list types.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #66.0.3359.181 and latest canary #68.0.3436.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Thanks for proposal!

Could you file an issue into w3c editing site[1] to get consensus in w3c editing
taks force of this behavior
(Forward delete/Cut remove whole list instead of leave one empty list item)?

Once we get consensus, Chrome will follow it.

Note: Edge and Firefox behavior proposed behavior. Safari does as same as Chrome.
