Install Menu options of Playstore window are seen misplaced for sometime

Chrome Version:68.0.3433.0/10689.0.0 dev-channel Reks
OS: Chrome OS
What steps will reproduce the problem?
(1)Sign-in to user>> Open playstore app and click on any 3 dot menu of an app and restore the window>> Observe the misplacement of Install menu (Refer video)

Actual: The Install menu options are seen misplaced for some time.( Some traces are seen)
Expected: No such traces should be seen

This is a Regression issue as same is working fine on 67.0.3396.26 dev ( 'Minimize', 'Restore' and 'Close' icons were disabled )

@Oshima: Please confirm the issue

This has been this way and is not a regression. This is probably because Android layouts sub(attached) windows in different transaction?
