Non-Regression: Unwanted hand pointer is seen when we open file manager to browse files for printers

Issue description

Chrome Version:68.0.3433.0/10689.0.0 dev-channel Daisy,Reks,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Launch chrome,go to chrome://settings/cupsPrinters page ->Add a Printer
(2)click browse, when the folder opens,place the pointer out of frame and observe

Actual: Unwanted hand pointer is seen
Expected: Instead arrow pointer should be seen

This is a Non-Regression issue seen from M-62

This looks like a general file picker UI bug.

This occurs with other modal dialogs too: the cursor outside the modal dialog is always whatever the cursor was within the parent window. This is consistent across ChromeOS and Linux.
