Regression: One tab waste is seen when the tab focus comes on 'close settings' icon of notifications tray

Chrome Version:68.0.3433.0/10689.0.0 dev-channel Daisy,Reks,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> click at notifications >>open settings
(2)Press tab continuously and observe one tab waste is seen when the focus comes on 'Close settings' icon

Actual: One tab waste is seen when the tab focus comes on 'close settings' icon while tabbing
Expected: No such unwanted tab waste should be seen

This is a Regression issue as same is working fine in 66.0.3359.158/10452.85.0 stable 

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in M-67 beta

(Removed the comment 1, since it's by my mistake and not related with this)

As I checked, this is fixed in the latest unified system tray on M69.
