OS: Mac (10.12.6, 10.13.1, 10.13.5).

Pre-Condiiton: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.

What steps will reproduce the problem?
1. Launch Chrome, Open task-manager from Wrench Icon >> More-tools.
2. End process for any current web-page/internal page.
3. Click on Reload button and observe.

Actual Result: Unable to reload the page after ending the process from task-manager.
Expected Result: Should be able to reload the page.

This is regression issue broken in ‘M-68’ and providing the bisect using per-revision bisect,
Good build: 67.0.3396.0(Revision: 550429)
Bad build : 68.0.3397.0(Revision:550857)

You are probably looking for a change made after 550741 (known good), but no later than 550742 (first known bad).

Note: Issue is MAC OS specific and is not reproducible on Windows(7,8,8.1,10) and Linux (!4.04 LTS) OS.
