The whole titlebar turns white when there is only one tab in the browser

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3433.0 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome (Canary)
2. Make sure there is only one tab in the browser.

What is the expected behavior?
The titlebar should be gray just like when there are more than one tab.

What went wrong?
The whole titlebar turns white when there is only one tabs

Did this work before? N/A 

Chrome version: 68.0.3433.0  Channel: canary
OS Version: 10.0

I don't know if this is intended or not, but if it is, I think it shouldn't. At least, there shouldn't be that close button on the tab.

Unable to reproduce the issue on latest chrome canary 68.0.3436.0 using Windows-10 with steps mentione dbelow:
1) Launched chrome canary with only one tab
2) Except opened tab, the total title bar is gray in colour

Please open chrome://flags/#top-chrome-md and switch to "Refresh". It's about the Material Refresh UI.

Able to reproduce this issue on reported version and latest canary 68.0.3437.0 using Mac 10.13.3 and Windows 10. In Linux slight variation of color is seen. Attaching screenshots for reference.

Good Build: 68.0.3430.0
Bad Build: 68.0.3431.0

In above range seeing white background when we have only one tab and "x" icon is not seen by default.(i.e; only when hovered x is seen). But from 3432.0 "x" icon is seen by default. Hence providing bisect for white color on entire tab strip when only one tab is present.

You are probably looking for a change made after 558481 (known good), but no later than 558490 (first known bad).

NOTE: Seeing "ZeroDivisionError: float division by zero" on performing per-revision bisect result python bisect_builds.py -o -a mac -g 68.0.3430.0 -b 68.0.3431.0 --times=2. Hence provided chromium bisect info.

Status: WontFix (was: Assigned)
Intentional. I have a patch in progress to remove the close button. Please follow tracking  bug 841643  for this feature.
