Allow installed PWAs to capture links / control how they are launched

Project Member Reported by benwells@chromium.org, May 18 2018

Issue description

There should be some way for installed web apps to control what context (e.g. a new tab, a new window, a particular existing window) launches happen in. Includes "link capturing", letting apps offer to open links in the app when navigating to an in-scope URL.

Launches include launches from the shelf, app list, desktop, and navigations where the user has not explicitly indicated they wish to use a particular context.

For now this is Chrome OS only as that is the only platform that installable PWAs are enabled on.
