There should be some way for installed web apps to control what context (e.g. a new tab, a new window, a particular existing window) launches happen in.
Launches include launches from the shelf, app list, desktop, and navigations where the user has not explicitly indicated they wish to use a particular context.
For now this is Chrome OS only as that is the only platform that installable PWAs are enabled on.
