What steps will reproduce the problem?
(0) Have views based sign in enabled
(1) Be at login screen.
(2) Connect to a network with captive portal (I was at SFO)
(3) Click on the prompt to sign in to the network

What is the expected result?
The network's auth page comes up to allow me to jump through whatever hoops are needed for access.

What happens instead?
Nothing visible happens except the prompt goes away.
If I sign into my account though the auth page is waiting for me after sign in.

This should be a blocker for launching views based sign in.
