Shelf icons remain visible on lockscreen

Issue description

Chrome Version: A recent 67 (I'll update when I get a chance to check.)
OS: Chrome

I haven't had a chance to try narrowing down a repo yet. This happened to me twice on Wednesday. I was able to grab a quick picture (attached) but not much else. I'll try to dig further when I'm back in the office tomorrow.

This is on my samus with my external display set as primary and two profiles signed in. Not sure if any of that is relevant to the bug.

I've had it happen twice.

What steps will reproduce the problem?
(1) Lock the screen with search+L


What is the expected result?
Normal lock screen

What happens instead?
The entire shelf remains visible including running apps and those pinned to the shelf.

Unlock works as expected.

Is this the lock or the login screen? The (TEMP) button should not be visible on lock - but maybe something more fundamental is busted.
It was the lock screen. That seemed odd to me as well.

The problem is that shelf visibility on secondary screen was not refreshed when displays were swapped*. Shelf should be hidden, but it is not, so you can see all of the buttons - that's why you can see (TEMP)

* When you plug in external display that is set as primary it is initially created as secondary and later on displays are swapped.
