goma_ctl.py prints "using <dir> as tmpdir" to stdout on jsonstatus

What steps will reproduce the problem?
(1) run goma_ctl.py jsonstatus
(2)
(3)

What is the expected result?
Properly formatted JSON is output to stdout

What happens instead?
"Using <dir> as tmpdir\n" followed by JSON

Print tmpdir debug message to stderr.

This prevents polluting the JSON output to stdout when
running goma_ctl.py jsonstatus
