Make sure calls to base::JSONReader::Read consistently use base::JSON_ALLOW_TRAILING_COMMAS, e.g. in

device_policy_decoder_chromeos.cc
PolicyHandlers(?)
authpolicyd

and maybe more. Should check all policy handling code!
