Issue description

Chrome Version: 68.0.3431.0/10682.0.0 dev-channel Daisy,Candy and Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)In OOBE screen>> Connect to a Network>> Open Proxy overlay and observe

Actual: No default focus is seen in Proxy overlay
Expected: Default focus should be seen in Proxy overlay

This is a Non-Regression issue seen from M62
