Regression: Avatar overlay outline is not seen after long press on Avatar icon.

Issue description

Chrome Version: 68.0.3432.3 (Official Build) Revision 5aacd4d4350de37f394edd3095576d2bc7daf56c-refs/branch-heads/3432@{#6} (64 Bit)

OS: Mac 10.13.5(Macbook Pro Touchbar).

What steps will reproduce the problem?
1. Launch Chrome, long-press on Avatar Icon using touch-pad.
2. Observe Avatar overlay.

Actual Result: Avatar overlay outline is not seen properly after long-press on Avatar icon.
Expected Result: Avatar overlay outline should be seen properly.

This is regression issue broken in ‘M-68’ and providing the bisect using per-revision bisect,
Good build: 67.0.3396.0(Revision: 550429)
Bad build : 68.0.3397.0(Revision:550857)

You are probably looking for a change made after 550428 (known good), but no later than 550429 (first known bad).
