Regression: No error message is displayed for an invalid file while adding printers

Chrome Version:68.0.3432.0/10684.0.0 dev-channel Daisy,Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Launch chrome,go to chrome://settings/cupsPrinters page ->Add a Printer
(2)click browse,add a invalid file and observe

Actual: No error message is displayed while attaching a invalid file
Expected:Error message should be seen while attaching a invalid file

This is a Regression issue as same is working in 68.0.3431.0/10682.0.0 dev

Note:Issue is not seen in Linux,Windows OS

I noticed this yesterday, it was caused by a different change that I made to the edit printer dialog.

I have a simple fix that I just sent out for review (https://crrev.com/c/1063107) I'll mark this bug as fixed once the change is merged.
