[Non-Regression]: Unwanted flickering of drop down is seen after translating the page

Issue description

Chrome Version: 68.0.3432.3
OS: Windows , Mac , Linux

What steps will reproduce the problem?
(1) Open crbug.com and open any bug >> Click inside labels and hover on drop down
(2) Now translate the page from context menu 
(3) Now again click inside labels section and hover on drop down elemnts

Actual: Unwanted flickering of dropdown is seen when hovering inside drop down and out of it.
Expected: No flickering/ unwanted movement should be seen.

This is a Non-Regression issue seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.

It's not a native form control. Removing Blink>Forms.
