Remove SurfaceId, rename LocalSurfaceId to SurfaceId

It might be simpler from an API standpoint if SurfaceId does not have a FrameSinkId at all and SurfaceId = LocalSurfaceId. Embed token in LocalSurfaceId should prevent collision.

There is chance we won't go ahead with this plan for security reasons. We'll let you know once this proposal is finalized.
