ChromeOS  10575.40.0, 67.0.3396.49 beta-channel eve

What steps will reproduce the problem?
(1) Powerwash device and reboot to launch OOBE screens
(2) On 'Google Chrome OS terms' screen, click on 'Accept and Continue' button

Result:
Crash is observed. Black screen is displayed for a second and 'Google Chrome OS terms' screen is displayed again.
On clicking 'Accept and Continue' the second time, crash is not observed and sign-in screen is displayed.

Issue is not 100% reproducible but observed frequently (3 out of 5 times).
