Duplicate bug by Chromium-Try-Flakes after Findit already filed one

Later CTF filed https://bugs.chromium.org/p/chromium/issues/detail?id=843429

A logic (IIRC, it only checks the bug summary) was added to CTF to detect existing bug before filing, but it seems not working properly.
All bugs filed by Findit has the customized field "Flaky-Test" as shown in https://screenshot.googleplex.com/M6nsYN0EEG0.png
Findit uses that to detect duplicate bugs besides the bug summary.

If not too much work, it might worth fixing this on CTF.

Fixed a few low-hanging fruits such as change ctf to check customized field.

No, I didn't send an email because I thought it's a trivial change, and that was the only change. But will send one if deploy again.
