crosh: terminal does not load properly

Issue description

ChromeOS 10682.0.0, 68.0.3431.0 dev-channel eve

What steps will reproduce the problem?
1. Login to user account
2. Issue Ctrl + Alt + t to open crosh terminal

What is the expected result?
Crosh terminal should open in new tab page and shell prompt should be displayed

What happens instead?
Crosh terminal opens in new tab with blank page. Shell prompt is not displayed.

Issue reproduced on eve device. No repro on caroline device.

If this is only Eve, my initial guess would be that this may be related to Crostini?

Can we check if this does not happen on Soraka, to narrow down a bit more precisely (e.g. its not a KBL problem)?

Issue not reproducible with ToT build 10684.0.0, 68.0.3432.0 on Eve device.

this was due to https://chromium-review.googlesource.com/1013822 which was reverted in https://chromium-review.googlesource.com/1060813

we fixed it with https://chromium-review.googlesource.com/1061619 and workedaround it in https://chromium-review.googlesource.com/1063047.

Can the Dev-ReleaseBlock label be removed from this bug?

Yes. Removing the release block label as issue is fixed.

Issue is fixed on ToT  build 10684.0.0 but not on the release candidate build 10682.0.0. 

So adding the Release-Block-Dev label back.

Issue also reproduced on elm, caroline and veyron-minnie devices on RC build 10682.0.0, 68.0.3431.0 and snappy device on RC build 10682.1.0, 68.0.3431.0
Able to reproduce the issue on Reks device as well - 10682.0.0/68.0.3431.0

Song found out that enabling the Secure Shell app & opening the crosh terminal using Ctrl + Alt + t works. 

Able to open crosh terminal with Ctrl + Alt + t after installing secure shell app as mentioned in c#14. Tested on veyron-minnie and snappy.

i'm not sure what people are looking for here.  the fix is in ToT well before the branch point.
 Issue 844861  has been merged into this issue.
For comment#15 &16,  there is different default crosh:terminal extensions between my corp-account and user accounts.  Corp-account has "Secure shell app : chrome-extension://pnhechapfaindjhompbnflcldabbghjo/html/crosh.html ".
User account opens "Terminal: chrome-extension://nkoccljplnhpfnfiajclkommnmllphnl/html/crosh.html" 

Confirm that both extensions are working fine on 68.0.3436.0/10701.0.0 - reks.
that is to be expected.  when you press ctrl+alt+t, it will look for the first extension that is installed and run that:
- okddffdblfhhnmhodogpojmfkjmhinfp Secure Shell App (dev)
- pnhechapfaindjhompbnflcldabbghjo Secure Shell App (stable)
- nkoccljplnhpfnfiajclkommnmllphnl bundled crosh

the bundled crosh saw the breakage.  the other two didn't have a release that included the bad commit.

Can confirm that in Google Chrome 68.0.3437.0 (Official Build) dev (64-bit) I am able to access the VM shell via the Terminal application. Wahoo!
