videvlane@ Thanks for the issue. Tested this issue on Windows 10 on Surface Pro 4 on the latest Canary 68.0.3433.0 and reported version 66.0.3359.181 by following the steps given above. Cannot observe virtual keyboard popping up when opening a new tab/close tab, browsing through a website on chrome. Attached is the screen cast for reference. Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..

Thank you for your response. I tried now with a new profile, without any extensions and all the flags set to default. The same issue happens on both my Surface Pro 3 and my Yoga 920, when they are in the desktop mode and in the Windows settings the option in Devices -> Typing "Show the touch keyboard when not in tablet mode and there's no keyboard attached" is enabled. For reference, I always use my devices in the desktop mode and the above option enabled. When I disable that option, the virtual keyboard does not open at all and must be manually opened every time it's needed, so it's necessary to enable it. But after the Windows 10 April update enabling the option causes the virtual keyboard go haywire in Chrome.

Installed the latest canary, removed all extensions, all settings set to default. The same bug happened instantly, without even logging in or creating a user profile. The virtual keyboard started popping up when opening tabs, closing tabs, going into settings etc. There are some reports on different web forums that other people have experienced the same issue after the Windows April update, but it seems we're in the minority.

As we are unable to reproduce the issue from our end(...as per comment#2 and comment#5) hence adding label "TE-NeedsTriageHelp" and requesting some one from "UI>Input>VirtualKeyboard" team to have a look into the issue and help in further triaging it. Thanks!
