New incognito tab animation is delayed or does not run on Android

The animation for opening a new incognito tab isn't running or is delayed in some cases.

Repro:
1) Have non-incognito tab focused.
2) Open a new incognito tab from the menu.

This seems to have regressed somewhere between 67.0.3396.42 and 68.0.3425.0. This happens more obviously on local builds.

So this is actually a compositor animation that is running in SimpleAnimationLayout. The issue seems to be that the compositor is not producing frames for a full second during the time that the animation should be running (the animation duration is set to 300ms but I only get an update after 1000ms).

Should the animation system handle slow compositor cases like this? I.e. Should we pause the animation if we detect frames are not happening?

Tested on Pixel 2 Android 8.1.0 Build/OPM1.171019.028 $ Samsung J7 Android 7.0.0 and was not able to reproduce the issue by installing the Chrome equivalent builds # 68.0.3425.0, 38.0.3420.1 using adb command or by using market builds.

mdjones@ -- Could you please share the device details on which the issue is reproduced or let us know if we have missed anything.

Tested the issue on chrome version #68.0.3425.0 ,latest beta 68.0.3440.40 ,latest canary 69.0.3489.0 using nexus 6p Android 8.1.0 Build/OPM1.171019.011|Pixel 2XL Android 9.0  and unable to reproduce this issue.
Attaching screen-cast for reference.

@mdjones: Could you please confirm the device you are seeing this issue and also please guide us on how to install local builds. We tested this issue by installing .apk file using adb commands and was unable reproduce the mentioned behavior.
