Make Terminal preferences more discoverable

Issue description

people often want to customize the terminal settings, but it's not clear how to do that.  can we add an intro message on first run or something ?

in crosh we display in every run:

Welcome to crosh, the Chrome OS developer shell.

If you got here by mistake, don't panic!  Just close this tab and carry on.

Type 'help' for a list of commands.

If you want to customize the look/behavior, you can use the options page.
Load it by using the Ctrl+Shift+P keyboard shortcut.
====================================

maybe we should do something similar ?  we could even link to forums/documentation here.

crosh_builtin: declare an options page

The options page has been around for 5+ years, but only accessible if
you typed the URL directly, or used the Ctrl-Shift-P shortcut added in
the last year or so.

While we've been updating the manifest files in the nassh repo, we had
forgotten about this one.  Although it wasn't useful before the recent
Terminal/Crostini work as crosh hasn't been a visible "app", only via
the Ctrl-Alt-T shortcut on a Chromebook.

if someone on canary wants to see if the Terminal icon now include an "Options" when you right click it, perhaps my commit there is enough ?

although imo it would be useful if we still added some sort of project banner to the top of every shell spawn to point to our official docs.
