UX Request: Vibrancy in the Location Bar

Issue description

Should we use vibrancy for the location bar? Do we need to do something different for the edit and non-edit state?

Also, what about the empty state and the NTP?
 
We had put this on hold pending a decision about translucency in the toolbar, but I believe that has been settled now.
Yes, we should have vibrancy in the location bar. I'm working with Gauthier offline to get the blending right. We will update this bug with specs once we land on a acceptable solution.

Do you want vibrancy in location bar and/or popup? 
I would like to yes, but still haven't gotten around to figuring out the right background color to use to get the effect I want. One thing I know for sure is that the locationbar background needs to go in the content view of the vibrancy view.

A little progress made two weeks ago but nothing since then. I will likely discuss with Gauthier and Stepan this week and hand off to either one of them.

Per offline discussion, we will just keep it simple for 69 and use black with an alpha component and no vibrancy.  Issue 862518  address making the search button background and the omnibox (in all states) consistent (using the search button background color as the source of truth).

I will file a separate bug for updating the NTP fakebox.
