Settings option gets disable after exiting full-screen mode in Guest User.

Issue description

Chrome Version: 67.0.3396.48 (Official Build) Revision 90087faaf0402810b1c474fc36f29c3d569d5d3f-refs/branch-heads/3396@{#608}(64 bit)

OS: Mac(10.12.6, 10.13.1, 10.13.5).

Pre-Condiiton: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.

What steps will reproduce the problem?
1. Launch Chrome, open guest-user window.
2. Click on wrench icon and select full screen-icon to enter full-screen mode.
3. Exit full-screen mode and again click on wrench icon.
4. Observe 'Settings' option from wrench menu.

Actual Result: Settings option gets disable after exiting full-screen mode.
Expected Result: Settings option should not get disable after exiting full-screen mode.

This is Non-Regression issue seen from ‘M-67’ build 67.0.3381.0

Note: Issue is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS
