Regression:Infobar is visible behind Mac chrome toolbar on hovering mouse over it

Issue description

Chrome Version: 67.0.3396.48 (Official Build) Revision 90087faaf0402810b1c474fc36f29c3d569d5d3f-refs/branch-heads/3396@{#608}(64 bit)
OS: Mac(10.12.6,10.13.1), 10.13.5(Macbook Pro Touchbar)

Pre-condition : 'Always show toolbar..' and 'Always show bookmark..' in chrome toolbar should be unchecked.

What steps will reproduce the problem?
(1) Launch Chrome, navigate to any website e.g: www.google.com.
(2) Click on the Secure chip icon > click on 'Site Settings' > and click on 'Reset site settings'.
(3) Switch to previous tab, toggle to full screen mode and hover mouse over chrome toolbar, observe the infobar.

Actual Result: Infobar is visible behind the mac chrome toolbar on hovering mouse over it.
Expected Result: Infobar should not be visible behind the mac chrome toolbar on hovering mouse over it.

This is regression issue broken in ‘M-67’ and providing the bisect using per-revision bisect,
Good build: 67.0.3388.0(Revision: 547924)
Bad build : 67.0.3389.0(Revision: 548273)

You are probably looking for a change made after 548209 (known good), but no later than 548210 (first known bad).

Note: The issue is not seen Windows(7,8,8.1,10) and Linux(14.04) OS.

It's possible my change caused this, but I'm not in a great position to debug.

If this doesn't repro on MacViews, probably we just don't care.  If it does, it looks like the infobar top Y coordinate is getting pinned to the screen top in full screen mode instead of the bottom of the toolbar.

Elly, maybe you can figure this out quickly?

This doesn't happen in MacViews, but that whole interaction is missing. Issue 868398 should re-add it, and I don't think this'll come back. (But, if it does, please let me know!)
