Regression: Extra space is seen on chevron dropdown menu in dev-tools.

Issue description

Chrome version: 68.0.3432.0 (Official Build) Revision 689c2c26c46f3dfb040f465f09189b6e8da49261-refs/branch-heads/3432@{#1} (32/64-bit) 

OS: Mac(10.12.6, 10.13.1, 10.13.5).

Pre-Condiiton: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.

Steps to reproduce:
1. Launch chrome, navigate to NTP and open dev-tools.
2. Click on chevron (>>) icon and observe the menu.

Actual Result: Unwanted extra space is seen on drop-down menu.
Expected Result: Extra space should not be seen on drop-down menu.

This is a regression issue, broken in 'M-68', and below is the bisect provided using per-revision script.
Good Build:68.0.3431.0 (Revision:558558)
Bad Build: 68.0.3432.0 (Revision:558914)

You are probably looking for a change made after 558725 (known good), but no later than 558726 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

As far as I can tell the substance of this bug is that we are using the new material menus on devtools, which we no longer are as of b56c4e40b65ee14134dd2e61834f260ca9c1715e.
