Pre-Condition:Enable 'Use Views browser windows instead of Cocoa'from chrome://flags.

Steps to reproduce:
1.Launch chrome and navigate NTP and open devtools.
2.Switch to emulation mode and right-click on empty space and observe.

Actual Result:'empty' field is seen on right click in empty space of emulation mode in devtools on NTP.
Expected Result:Nothing should be seen on right clicking on empty space
