[Dice M2] Histograms don't report users being ready for migration on beta

On beta M67, I would expect a significant share of users in the Enabled_DicePrepareMigration group to be ready for migration.

The histograms say that almost no user is ready for migration:

Users in the Enabled_DiceMigration group do seem to migrate correctly though.

Status: WontFix (was: Started)
Explanation: this is because of Dasher token revocations. A profile is now reported as "Ready to migrate" if they have revoked their Dasher tokens, and this only happens with Dice M3.

The metric is thus somewhat broken for Dice M2 unfortunately. I think it's not worh fixing it at this point, since we're launching Dice M3, which won't have this problem.

David, quick followup question: I'm looking at the migration status rates for our Dice M3 experiment on Beta: https://uma.googleplex.com/p/chrome/timeline_v2/?sid=792b645bcb70c4f1245dde75777c7620. Is the "Disabled, ready for migration" bucket 0% because in the Experiment group, as soon as a user is ready to migrate, we just do the migration?

Yes, this is the reason. When people are ready, they migrate on next restart, and thus don't stay in that bucket for long.
