element with position: fixed moves while scrolling on chrome android

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36
Platform: Xiaomi Redmi Note 4 Build/NRD90M

Example URL:

Steps to reproduce the problem:
1. Open the Chrome browser on Xiaomi Redmi Note 4
2. Scroll the page until the status bar disappears
3. Remove your finger from the screen, then scroll down again

What is the expected behavior?
The block `nav` remains in the upper left corner.

What went wrong?
Black square moved along with the rest of the content. It seems that content is displaced, but chrome dev tools shows that the displacement did not occur.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 66.0.3359.158  Channel: stable
OS Version: Android 7.0.0
Flash Version: 

I tested on Oneplus 3, Oneplus 5, SGS8, Blackview BV8000 Pro, Huawei Nova 2, on these devices everything is fine.
However, I checked on 2 phones Xiaomi Redmi Note 4, and there were problems.

Only on Android Stable, somehow I can scroll down more than the document height, until all the content is gone, and I can reproduce this in that case. It looks like it happens too while page is loading. There maybe some more conditions for this to happen, but not really consistently.

Cannot reproduce on: Android Cannary, Win Cannary, Win Stable.

Is this probably fixed by RLS?

RLS is enabled as of Chrome 66 - if anything RLS may have regressed it but I checked and it repros with RLS turned off too.

I'm able to repro on Pixel 2XL on Stable (66), Beta (67) and Canary (68). Also tried but couldn't on a Galaxy S7.

Strange since the page is quite simple so I expect we'd have seen reports all over the place but this is the first I've seen. Will take a closer look ASAP.

This may be a dup of  issue 839383  - the issue goes away if I use width=device-width in the meta tag. Still looking for the root cause though...
