What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings
(2) Now scroll down the page to 'Reset and clean up' section, click on 'Clean up computer' and navigate back by clicking back navigation arrow,observe

Actual: Unwanted glimpse of 'Find' button is seen after clicking on 'Clean up computer' and while navigating back from the page
Expected: Unwanted glimpse of 'Find' button should not be seen after clicking on 'Clean up computer' and while navigating back from the page

This is a regression issue, broken in 'M-68', and below is the bisect info:
Good Build:68.0.3406.0
Bad Build: 68.0.3409.0

@dpapad: Could you please help to reassign if your change is not the cause for this change.

Note:
1.Unable to provide bisect using per-revision script,Hence providing bisect with old script.
2.Issue is not seen on Mac(10.12.6,10.13.1,10.13.5) and Linux(14.04LTS) OS.
