Regression: Improper focus highlight is seen on "Show apps" icon after holding the click on it

Issue description

Chrome Version: 68.0.3432.0 (Official Build) Revision	689c2c26c46f3dfb040f465f09189b6e8da49261-refs/branch-heads/3432@{#1}  (32/64-bit)
 
OS: Win (7, 8, 8.1, 10)

Steps to reproduce:
1. Launch chrome and navigate to NTP.
2. Now click and hold the "Show apps" icon and observe grey focus highlight.

Actual Result: Improper grey focus highlight is seen on "Show apps" icon after holding the click on it.
Expected Result: Grey focus highlight should be seen properly on "Show apps" icon after holding the click on it.

This is Regression issue broken in 'M-68’ and will provide the bisect info soon:

Good Build: 68.0.3430.0 (Revision: 558174)
Bad Build:  68.0.3432.0 (Revision: 558914)

Note: Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6,10.13.1,10.13.5) OS.

Status: Fixed (was: Assigned)
This should be fixed in crrev.com/c/1060132. Please check the next Canary.
