OpenSearch requests for search suggestions should route though serviceworker

Reported by acmesqua...@gmail.com, May 16 2018

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3423.2 Safari/537.36

Steps to reproduce the problem:
On a site linking an OpenSearchDescription
1. Use tab-to-search in the omnibox
2. Observe fetch events in the serviceworker

What is the expected behavior?
The suggestions url (eg: https://example.org/suggest.php?q={searchTerms}) is within the serviceWorker's scope, so should be handled.

What went wrong?
This type of request isn't handled by serviceworker.

Did this work before? No

Does this work in other browsers? Yes

Chrome version: 68.0.3423.2 Channel: dev
OS Version:
Flash Version:

> Does this work in other browsers? Yes
Which other browser supports that?
My mistake, that should read No. This is a feature suggestion for Chromium.

CC falken@ for triage.

FWIW, as an omnibox owner, I think it's something that should be done.

Sounds like a reasonable feature request.
