Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36 Steps to reproduce the problem: 1. Press Ctrl+Shift+B can't see 'Other Bookmarks' folders in Bookmarks bar. 2. Open the chrome://bookmarks/ can see 'Other Bookmarks' folders on the left. 3. Make sure the 'Other Bookmarks' folder is empty. 4. Right-click to delete the 'Other Bookmarks' folder is failed , Because delete is gray and cannot click. （书签栏不显示“其他书签”文件夹，但是在书签管理器页面却显示并且不能删除，即便“其他书签”文件夹是空的。这两个地方不一致，怪别扭的，这不是要了强迫症的命吗？） What is the expected behavior? 1.The 'Other Bookmarks' folders is unvisible in chrome://bookmarks/. 2.the 'Other Bookmarks' folder should be able to be deleted in chrome://bookmarks/. （请开发人员默认删掉书签管理器里的“其他书签”文件夹。书签管理器应该和书签栏保持一致，默认情况下书签栏不应该显示“其他书签”文件夹。） What went wrong? Maybe I understand it wrong.Type:Bug-Regression is wrong. Did this work before? No - I think it never worked Any other comments? I remember from the very early version, there has a wrong display.

Able to reproduce this issue on reported version and latest canary 68.0.3432.0 using Windows 10, Mac 10.13.3 and Ubuntu 14.04. This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged. This issue might be intended. Adding UI>Browser>Bookmarks component for further triaging from dev team. Thanks!

No, it's not like this. This issue can reproduce from chrome earlier versions like v49.0.2623.112, even earlier, not from M-60.
