Download options menu in the downloads bar does not like to close

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3430.0 Safari/537.36

Steps to reproduce the problem:
1. Download a file (such as Chromium from download-chromium.appspot.com).
2. Click on the arrow in the downloads bar for more options.
3. Click on the same arrow again.

What is the expected behavior?
Menu closes when clicked the second time.

What went wrong?
Menu momentarily closes and then re-opens when clicked the second time.

Did this work before? N/A 

Chrome version: 68.0.3430.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce the issue on reported chrome version 68.0.3430.0 and on latest chrome 68.0.3433.0 using Windows 7 & 10. 
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.

Note: This issue is specific to Windows only.
