Jaws and VoiceOver do not announce the title of bookmark bar

Issue description

Chrome version 68.0.3430.0 (Official Build) canary (64-bit)
Chrome version 68.0.3423.2 (Official Build) dev (64-bit)
JAWS version 2018.1804.26 ILM 
NVDA 2018.1 
Windows version 1709 (OS Build 16299.431)
macOS version: 10.13.3

Steps:
#1. Launch screen reader, JAWS or VoiceOver.
#2. Launch any of above versions of Chrome
#3. Ensure the bookmark bar is active (CTRL+Shift+B on Windows)
#4. Navigate to the bookmark bar. On windows, Press f6.

Expected: JAWS should announce ‘bookmark toolbar', followed by the bookmark in focus.
Actual: JAWS doesn’t see the title of the tool bar, and instead reads the first bookmark in focus.

Note: does not reproduce with NVDA, NVDA announces ‘Bookmarks Toolbar’
Does not reproduce with Chrome OS either:  
Google Chrome OS 68.0.3425.0 (Official Build) dev (64-bit) 
Google_Samus.6300.276.0
Ctrl + left arrow on Chrome OS, reads bookmarks, toolbar at the end
