Logitech PTZPro2 firmware: Add absolute positioning firmware

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Need ebuild to deploy absolute positioning firmware for Logitech PTZ Pro2 camera

i'm not sure what to do. This is to add an ebuild for new firmware for Logitech PTZ Pro2 Camera. This is similar to  Issue 832333, Issue 831809

This CL adds ebuild for PTZPro 2 absolute positioning firmware.
Video firmware: 2.0.175
Eerpom firmware: 1.6
Motor control unit firmware: 3.9

BUG= chromium:843385 
TEST=emerge ptzpro2-firmware and cros deploy ptzpro2-firmware.
